European Union Moves Forward with Large-Scale IRIS2 Satellite Network Expansion Across Europe and Beyond

BRUSSELS / RankWire.AI / – In a major move toward strengthening European strategic independence, Brussels-based space authorities have signed a binding implementation agreement with the SpaceRISE consortium to expand the IRIS² satellite constellation. After concluding detailed technical and financial negotiations initiated in January 2026, this agreement officially advances the EU’s multi-billion-euro satellite communications project from initial concept to full-scale manufacturing. The expanded system aims to accelerate launch schedules and deliver secure, tamper-proof connectivity for government and military users.

European Union signs contract to build expanded IRIS2 constellation
International regulatory bodies finalize policy agreements for sovereign space infrastructure.

Under the new terms, the core satellite network will grow from 282 to 348 spacecraft. The upgraded architecture features 330 satellites in higher low Earth orbit alongside 18 in medium Earth orbit, with optional orbital positions for specialized missions. The implementation plan confirms deadlines for satellite production, launch procurement, ground segment development, and operational service deployment. The first satellite launches are scheduled for 2029, enabling participating member states to access sovereign connectivity shortly thereafter.

This decision to enlarge the satellite constellation addresses increasing security concerns and evolving defense needs across Europe. The enhanced design includes technical improvements to the baseline hardware and the addition of 66 low Earth orbit satellites dedicated to defense, security, and emergency services. Technical assessments show that this expansion will boost secure governmental communication capacity by 60 percent within EU territory and by 54 percent globally, improving regional capabilities during emergencies and critical infrastructure crises.

EU Commission Formalizes Contract to Grow IRIS2 Satellite Network

The SpaceRISE consortium, responsible for the main development and 12-year operational management, involves leading European satellite providers such as SES, Eutelsat, and Hispasat. The project’s implementation is closely coordinated with the European Space Agency, which offers engineering support and launch logistics. European aerospace manufacturing companies including Thales Alenia Space, Airbus Defence and Space, and OHB, along with telecom firms Orange and Deutsche Telekom, are engaged as subcontractors for the program.

Funding for the expanded satellite network combines resources from the EU budget, national governments, and private sector investments from consortium operators. Several member states have already announced specific funding commitments for deployment from 2028 to 2034. Official figures show Poland has allocated 656 million euros, Hungary 500 million euros, and Spain has announced investments between 1.6 billion euros and 2 billion euros, with further national funding negotiations ongoing.

Technical Improvements Increase Secure Government Communications by 60 Percent

The expanded system will also support non-EU nations like Norway and Iceland through dedicated agreements. As the third major space initiative of the EU after Galileo and Copernicus, IRIS2 aims to deliver high-performance, tamper-resistant communication services for public authorities and bridge digital divides in remote areas. The network will use military-grade encryption across dedicated spectrum bands, protecting critical infrastructure from cyber threats and physical interference.

With manufacturing underway across European industrial sites, the European Commission and SpaceRISE will oversee phased deployments leading to initial satellite testing. This agreement ensures the EU’s commitment to expanding IRIS2, creating a resilient, European-owned orbital infrastructure capable of supporting civil protection, defense, and commercial digital services for decades to come.
