After a three-week trial in Santa Fe, the court determined that Facebook and Instagram contributed to a public nuisance by worsening psychological issues among teenagers and neglecting to protect minor users from online dangers. The settlement will finance five years of specialized healthcare, early detection efforts, and community-based interventions.

    This latest fine builds on an earlier $375 million jury verdict against Meta in March 2026, part of the state’s initial legal proceedings. That verdict found Meta in violation of New Mexico consumer protection laws by misrepresenting safety features for younger users. Combining both rulings, Meta now faces a total liability of $942 million in the state’s enforcement case led by Attorney General Raúl Torrez.

    The court’s detailed remedial order allocates $420 million of the new settlement to directly fund mental health treatment services for children across New Mexico. The rest will support public education, early screening programs, and community prevention efforts over the next five years. Additionally, the ruling mandates strict operational controls for Meta, requiring default private settings for accounts of users under 18, limits on daily usage, restrictions on notification pushes, and improved screening for child sexual abuse material.

While the court mandated several product modifications, Judge Biedscheid chose not to require mandatory identity verification for users under 13, citing federal privacy laws under the Children’s Online Privacy Protection Act.

    Meta representatives confirmed after the hearing that the company plans to appeal the decision to higher courts. In a formal statement, Meta emphasized its investments in age-appropriate features, parental controls, and automated moderation. Company officials argue that the ruling mischaracterizes the platform’s architecture and overlooks their ongoing engineering efforts to remove harmful content and identify malicious actors.

    Court Orders Funds for Prevention and Early Detection Programs

    This ruling occurs amid increasing legal pressure on social media platforms across federal and state courts in the United States. Over 40 state attorneys general and numerous local school districts have filed similar lawsuits, alleging that platform design promotes compulsive usage among teenagers. The New Mexico case sets a significant legal precedent as other states prepare for federal trial proceedings later this year.

    As Meta prepares to appeal the $567 million award in New Mexico, state officials are reviewing how to allocate the funds. Priority areas include expanding healthcare access in rural regions, funding behavioral counseling, and supporting school-based health centers. The court’s mandates will remain in effect for five years, pending the outcome of Meta’s appeal process.
