    EU Council approves 2026 budget setting €192.8 billion commitments

    BRUSSELS, November 25, 2025: The Council of the European Union on Tuesday formally adopted the bloc’s annual budget for 2026 after concluding negotiations with the European Parliament earlier this month. The move sets the EU’s financial priorities for the year ahead, following a political agreement reached on November 15. The adopted budget establishes total commitments of €192.8 billion and total payments of €190.1 billion. The allocations are intended to fund core EU policies and programmes covering areas such as defence, migration management, competitiveness, and crisis preparedness.

    The approval by the Council represents one of the final steps in the EU’s annual budgetary process, which is shared between the Council and the European Parliament. Nicolai Wammen, Denmark’s Minister of Finance and the Council’s chief negotiator for the 2026 EU budget, said the decision ensures the Union can continue delivering on its key objectives next year. “Today, we took the final step in ensuring a strong and resilient EU budget that enables us to continue delivering on our common EU priorities next year. Addressing priorities such as defence, migration, competitiveness and preparedness, this budget allows us to respond decisively to the needs of European citizens. At the same time, we’ve built in flexibility to allow us to deal with unfolding crises,” Wammen said in a statement following the adoption.

    The budget’s adoption follows several weeks of intensive talks between the Council and the Parliament, which are jointly responsible for approving the European Union’s annual spending plans. Negotiations focused on achieving a balance between fiscal discipline and ensuring adequate funding for the EU’s ongoing commitments. The outcome reflects an agreement across institutions on maintaining financial stability while supporting strategic policy goals within the parameters of the Multiannual Financial Framework for 2021-2027. The 2026 budget continues to prioritize key areas such as economic growth, technological innovation, green transition, and security.

    European Parliament to vote on 2026 budget approval

    The allocations also include provisions for continued financial support to regions and sectors most affected by global challenges, including migration pressures and evolving defense needs. Officials noted that the budget was designed to provide stability while ensuring that the EU remains capable of responding to emergencies and emerging priorities within the year. As part of the legislative procedure, the European Parliament is scheduled to vote on and formally adopt the budget on November 26. Once the Parliament’s approval is secured, the budget will enter into force on January 1, 2026, ensuring the uninterrupted financing of EU programmes and initiatives across the 27 member states.

    Funding supports competitiveness and digital transition

    The joint adoption by both institutions finalizes the budget cycle for the coming year, allowing for timely disbursement and execution of funds. The annual EU budget outlines specific funding levels for a range of policy areas including research and innovation, regional development, environmental sustainability, border management, and humanitarian aid. It also contributes to financing external actions and partnerships beyond the bloc. The figures agreed for 2026 are consistent with the long-term financial plan set out under the current Multiannual Financial Framework, ensuring coherence with broader EU commitments.

    The Council’s approval underscores the Union’s ongoing commitment to financial predictability and accountability in its operations. The 2026 budget provides a structured approach to funding that supports the EU’s institutional responsibilities and shared policy priorities among its member states.
